The explosion, which jolted the area like a 1.7 earthquake at 8:50 a.m. Wednesday, was caused when too much pressure built up inside the electrostatic precipitator inside the refinery’s fluid catalytic cracking unit, the report said. The reason for the pressure buildup, however, remains under investigation.
