The city council used its normal tactics to pressure the city manager to do what they want. As you can see he is going along with everything they tell him from getting rid of Jim Dear to blaming the staff and software for the city council spending 9.7 million dollars in order to clame a state of emergency to do what they want with the Utility User Tax to forcing drilling in Carson.
